So its not only to me... anyone has a solution for this thing when you move your mouse to not lag?

Download the newest MTA version, they were trying to fix the mouse lag recently. Hopefully this will help you. I had this mouse lag for months, just installed a new version and I think it got slightly reduced in the main menu. Can't say for sure until I play the game.

You can also try setting the process priority to Normal or Above normal instead of High. I got mouse lags if it's set on High, while the game itself don't really receive any noticable performance improvement whatsoever.
