That bug is not fixable. You would need to contact the developers of MTA (the Multiplayer mod). This server is just too advanced to avoid that "bug". Too many vinyls, too many shaders (every paint is one for example), too many parts, too many maps, and so on. All that stuff needs memory (RAM) to load, and MTA can't provide that much and can't clear ram that quick to avoid that out of memory bug. The livery you see on the car "Out of memory, restart MTA" is just a replacement for white cars bug - before that livery all cars turned white when you were out of ram.
