Simply, just pursuits with other players.
Happy Hour
Every day from Monday to Friday between 19:00 and 20:00 players will get 50% more RP and $, premium guys will get 60% more

About the happy hour, there is a paragraph in the ingame FAQ, that explains why it takes so long to gain stuff.

Such a happy-hours would give users too big advantages with gaining quickly RP and unlocking pretty much all stuff
