It's mta server, not sa-mp one, and also wrong board.

Ok, but now, when i want to create my driver, i change language, i'm logining in, and i see loading screen i'm waiting 5 minutes and not happen.

Try to delete resources folder, then redownload server resources again. If it doesn't help reinstall gta/mta.
