I found a glitch in the Event When playing with Xbox control 
I can move when I show the window of the Event

I can find out the desired location by the 'Target'
 "e.g." the target is Fort Carson, i can go to the gtawiki And search for it .

It's known.. bug. Even with playing on keyboard, but the difference is, on keyboard you can't steer, you can only go forward, or your car will be immobilized until you click "OK"
