Problem with joining the server

Hi, just like i said in the topic i have a problem with joining the server. Every time i try to join i get a CD16 error.
I tried reinstalling my MTA, GTA and windows. Nothing really helps.
I started getting this error after i bought a new computer, on my old one with windows 7 i never got that error but now i cant join any server.

maybe u can in you gta_sa.exe and check " Properties "
