No, parts are never bugged. Players are just too lazy and trolls tell them that they have bugged parts. That's all. I many times checked players last part in database which ALWAYS exists. Players are just too lazy or blind, in most cases they are driving next to last part many times a day and don't even think it can be there.
Do you have problem with last parts? Buy premium and problem gone.

P.S. And unique cars are unique. They are supposed to be very hard to find so forget about any other helpers than premium with searching them.
