To get 10k+/h u need only any car with Tires and nos at 3, then just drive at ambasador track, destroy all Police cars on speedbreakers [idk whats name it have, i think about triangles at map], do 1 lap wait until Police call help. Destroy new Police cars on this triangles, and repeat. It is realy easy... And u get lot of rp, just too much. On Heat 2 i can get 12k/h higher Heat = more Police cars = more rp.
