Yeah there are not that many people in URLs due to them being discouraged by rewards, probably even stemming from joining there as a newbie.
Even something like 0.75*[min reward for 1 point]*[laps finished/overall laps in that url] RP and $ would be far more encouraging than just 0.
Seeing 0 RP and $ is psychically "crushing" the player who devoted time to play the game, resulting in them not joining URLs anymore.
Doesn't matter if you are skillful af, without a specific car with a specific tune, no way you can reliably win there.
