Actually, "skill" is not a problem here but something else.
At the begin there was no limit at all and guess how did it end: players stopped playing URLs because always same players where winning and there where no chances to catch them.
Catch them? As I said, it's not about skill actually but something else that only few persons know about it how it exactly works and this is the real problem here. We are working on it and should be fixed/reduced soon.
