Police chases idea

I have this idea: Cops cant see a racer on the map, but racer can see all the cops on minimap. So 1 player can get police maverick and follow racer and telling ground unit where is he, when they lost him. Also about traps to police cars. But sometimes he need do fly back to police station with helipad due to fuel, or something, like in older original NFS.  But with helicopter its maybe too easy for police, its everything about balance
