I am also with him, we have a decent amount of maps already in my opinion, and yet there's still more to come. Even with many maps available, people still choose same maps over and over again, either to farm, get toptimes or simply playing their favorite map. So having a TON of maps is not necessity.
I also prefer to have few but iconic tracks instead of a lot of tracks but shares a same route or road repetitively. Ocean Docks map is one great example of kind of map i am talking about, it have roads that rarely used by other tracks, sticks to one area or scenery and very well mapped despite of having annoying shortcut.
