Listen, a lower reward for losers is not a bug, it's a feature, therefore NOTHING is broken.
Essentially what you're saying is: "Race system is broken because I, as the 4th place, don't get as much as the 1st place"
In actual street races the first place is the only position that gets a reward, or, best case scenario, second place gets a refund. That's it.

You may not like it, but the real way of making more money out of races is to be a better driver, have a better car (oh sorry but you may have to cope with getting 4th place rewards to upgrade it), and a better setup.
