1: Good idea, probably doable;
2: Kind of a good idea, but then again most players need to be constantly reminded that there are rules in the server;
3: Not sure if that will work, I've visited other servers that has account support (login credentials) and none have logout options, maybe because of MTA limitations;
4: No, 15-20 is too much, that's basically 40% of all cars on the server (54, including Beamer), MAYBE 7 or 10, but not past that. Also there are some special dates on the server that you can win premium just by joining the server (like Christmas, server anniversary...)
