I get your idea, but new players already get boosts before they reach 20k RP, not to mention that compared to 2 years ago, it's really easy to gain exp today, the only thing I bellieve that must be enforced is:
A Menu that will tell how and explain all the activities the player can do to get new cars, cash and rp.
