Although he exploited indeed and he admires it, I can agree that you can't punish low pc owners that badly when 60 fps owners dominate races with turns. While everyone can set 40 fps, not everyone can access 60 fps. I think that the best decision is to delete these toptimes and reduce the punishment for at least twice.

It should be clearly understandable, no one is punishing him for having low pc, he used it as advantage it would be okay if he did it accidentally but he made those toptimes over and over all time.

You don't get me. I say that when there is a smaller group of people who dominate others, it's not the best decision to obliterate people who use what everyone can use. He did exploit, tops are intentional, but what else could you in such a bugged gamemode if with low fps you cannot do tops at anywhere else?
