Bring Back Special Events

There very much is interest in hosting an event like this, but MTA being unstable and the constant Out of Memory crashes introduce many issues with hosting one. That, and life gets in the way sometimes.
Basically, there were and still are plans to host one, but that idea is currently on hold. Work to enable such event was done in the backend, two out of three race maps are actually finished, for example.
