Handling rebalance, Jester reproportion & more

A and B Class Handling Rebalance
After a 9-month hiatus, the NFS:SA Team is back with a content update that breathes new life into the server. After years of scrapped concepts, and months of focused work by Remolit, we're excited to deliver a rebalanced handling model for A and B class cars.
Special thanks to nide, forre, and Raven for their support and testing help.
A Class – the cars are now more fun and accessible, while also becoming much more competitive against the Infernus.
B Class – a class-wide buff makes every car a viable choice, so no matter your pick, you'll have the tool to fight for first place.
The leaderboards for A and B have been reset. Pre-update records can still be viewed on the forum.
Improved stock and street suspension and brakes on all cars
Other classes are planned to be released in the coming month.

Thanks to the hard work of twiseles, Jester has been reproportioned to better reflect its real-life inspiration while keeping its San Andreas soul.

Existing parts have been updated to fit the new model. This update only contains existing parts adapted to the new model - a parts content update that is currently WIP will be released at a later date.
Other Changes
Map-related changes:
Remolit and nide have reworked a big chunk of circuits and sprints, with some older maps getting a much-needed refresh to make them play and look better.

Additional improvements:
- New backfire sounds
- Secondary bindings and support for controller buttons in F11
- Interiors' visuals update – and a rework of the Bay-Heights-exclusive safehouse:
- Challenge Series tweaks
- Faster UI pop-ups (shop prompts, etc.)
- General map fixes – namely improved railroad crossings, alongside other small adjustments
- Police Pursuits – fixed invisible collisions, added more cooldown spots, plus general improvements
